The reason lies in a fundamental misunderstanding often made in transportation planning: infrastructure can improve access, but it does not automatically change economic geography.
A Successful Railway, Not a Transformational Force
The Airport Metro significantly improved the passenger experience. Travelers gained a predictable, traffic-free connection to the airport, while visitors arriving in Delhi gained a convenient link to the city center.Â
However, the line’s influence remained largely confined to transportation efficiency. It improved journeys that people were already making rather than creating entirely new travel patterns.Â
The airport’s catchment area remained substantially unchanged. Most passengers continued to originate from South Delhi, Central Delhi, Gurgaon, West Delhi, and nearby NCR regions. The Metro made their trips easier, but it did not fundamentally alter where travelers lived, worked, or chose to fly from.Â

The future winners will not necessarily be the airports with the best Metro lines. They will be the airports around which entire economic ecosystems emerge.
